Officials with Southwest Power Pool, which manages the power grid for several states including Oklahoma, announced in a 3 p.m. news conference that it had generated enough power to lower the energy emergency to a Level 2, down from a Level 3 earlier in the day. A Level 3 emergency was resulting in rolling blackouts implemented by utilities such as OG&E and PSO, among others, in several states.
